Raymond is a commercial and regulatory lawyer in the Sydney office of Webb Henderson. His focus is on the telecommunications, media and technology sector.

Raymond assists large Australian and international clients in the telecommunications, media and technology sectors on some of their most complex legal, regulatory and strategic matters.

He has particular expertise in the regulation of next-generation high-speed broadband networks across the Asia-Pacific and the Middle East, as well as in commercial transactions relating to large scale infrastructure projects, such as smart city and submarine cable projects.

Some of Raymond’s key clients include nbn, Google, Singtel, du, Ooredoo Qatar, CenturyLink, the City of Adelaide and the Malaysian Communications and Multimedia Commission.

Raymond holds a Bachelor of Civil Law (LLM equivalent) with Distinction from the University of Oxford. He also holds a Bachelor of Laws with First Class Honours from the University of New South Wales, where he was ranked second overall in his graduating cohort, and a Bachelor of Arts in Politics and International Relations. 

Raymond was first admitted to practice in 2014. He is admitted to practice in New South Wales, the Federal Court of Australia and the High Court of Australia.
