Rose has extensive experience advising hyperscalers, submarine cable joint ventures, telecommunications operators and other infrastructure investors on the roll-out and operation of networks across Africa and the Middle East, including Google on its Equiano cable.

Rose’s work includes both directly advising on major network development projects and coordinating advice from local counsel across multiple jurisdictions in these regions, including Francophone West Africa, Central Africa, and East and Southern Africa.

Rose has extensive experience on regulatory and compliance issues, as well as commercial arrangements for infrastructure projects in these regions. Clients rely on her firsthand experience of the practicalities of both regulatory and commercial engagements, which differ widely between jurisdictions within the regions.

Her experience engaging with sector regulators, clients’ policy and business teams and counterparties, and her ability to leverage off a robust network of local firms in the regions, ensures provision of quality and effective support to clients.

Prior to joining Webb Henderson, Rose was a Senior Associate in the Kenyan office of a leading pan-African law firm.
